Kelemahan dan Ancaman Penerapan Sistem Manajemen Pengetahuan pada Small Medium-sized Enterprise: Tinjauan Literatur yang Sistematis / Systematic Literature Review (SLR)

Badan Pusat Statistik (BPS) sebagai National Statistics Office di Indonesia, memiliki fungsi utama pemerintahan dalam Kegiatan Statistik Nasional. Kegiatan Statistik ini sangat membutuhkan kolaborasi dan berbagi pengetahuan baik itu dalam dan antar bagian. BPS perlu berbagi, menangkap, menemukan, dan menerapkan pengetahuan dalam setiap iterasi Kegiatan Statistik untuk mengefektifkan perubahan kebutuhan kegiatan statistik. Berbagi, Menangkap, Menemukan, dan Penerapan Pengetahuan adalah empat Proses Manajemen Pengetahuan atau Knowledge Management (KM). BPS harus mampu mengimplementasikan Sistem Manajemen Pengetahuan (KMS) agar Kegiatan Statistik dapat berjalan dan meningkat secara optimal. BPS Provinsi Sumatera Utara sebagai bagian dari BPS, yang bertanggung jawab atas Kegiatan Statistik di Provinsi Sumatera Utara, juga perlu mengimplementasikan KMS. Sebagai Small and Medium-sized Enterprise (SME), BPS Provinsi Sumatera Utara harus menerapkan KMS secara hati-hati. BPS Provinsi Sumatera Utara perlu mengetahui kelemahan dan ancaman penerapan KMS pada SME lainnya untuk meminimalkan risiko kegagalan. Penelitian ini mengusulkan solusi untuk memberikan informasi tentang hambatan dan ancaman penerapan KMS dengan melakukan Systematic Literature Review (SLR) tentang implementasi KMS di SME. Dari penelitian ini didapatkan bahwa BPS Provinsi Sumatera Utara sebagai SME disarankan untuk mengedepankan implementasi Solusi Proses KM dibandingkan KMS terutama para proses Knowledge Sharing atau berbagi pengetahuan. Sedangkan untuk proses implementasi KMS berdasarkan penelitian ini BPS disarankan untuk melakukan kajian kesiapan (readiness) implementasi KMS terutama mengenai kesiapan organisasi dan pegawainya. Selain itu dalam proses implementasi KMS sebaiknya BPS Provinsi Sumatera Utara memperhatikan faktor budaya wilayah, payung hukum berbagi pengetahuan serta tren teknologi.
