Abstract

Teknologi informasi dan komunikasi memberikan berbagai kemudahan dan membuka banyak kesempatan untuk pembangunan manusia dari berbagai aspek: pengetahuan, kesehatan, dan ekonomi. Meskipun teknologi dapat mengatasi batasan jarak, aspek geografis masih menjadi kendala untuk penyebaran penetrasi teknologi. Menggunakan  metode hierarchical clustering dengan efek spasial, penelitian ini bertujuan untuk memetakan tingkat perkembangan teknologi informasi dan komunikasi kabupaten/kota di Sumatera Utara. Hasil clustering menemukan bahwa kabupaten di Pulau Nias memerlukan perhatian khusus untuk pengembangan TIK. Wilayah - wilayah kotamadya dapat dijadikan episentrum perkembangan TIK. Pengelompokkan perkembangan TIK yang mempertimbangkan jarak dapat dijadikan acuan untuk perencanaan pembangunan infratruktur yang lebih efisien.
